Dudley Council now rates among the best local authorities in the country after scoring a good assessment.
The Audit Commission's assessment showed the council has recorded strong improvements across a host of services and has won three-star status.
The report also recorded significant improvements' in educational achievement, including the achievements of children in care.
Housing services scored the highest possible score of four. Regeneration, transport and the environment were also praised for their good progress.
Council leader cllr David Caunt said: "Residents can now be assured their services are rated as three star."
